Answer

The short answer is both. God wills for all but he ultimately chooses those who chose to turn and believe in the Lord Jesus Christ.

He wills for all to come to know him, so in that way he has chooses that all have a genuine opportunity to know him.

But he does have specific callings to those he chooses - like Moses, the Judges, Esther, etc. And even today, he has made the choice to call individuals to specific tasks. But he calls people to the aid of all. Not at the detriment of all.others.

Humans have this inherent desire for real love from those around us. Not a robotic spouse, puppy, or child.

It isn’t that far off to a point where we could have these things in a mechanical form in our lives and we might also have an app that controls it. Every one of us knows the love we would feel from such a thing is but a shell of what true love is.
